are settings or configuration specifics of printer on *nix system using cups stored in file? assumption yes, *nix systems seem use files opposed using registry system windows. if so, where such files located? capable of having file permissions modified, , if so, cause such thing occur in non-manual way?

check on /etc/cups, printers file printers.conf.

they can have permissions modified since belong lp group, not single user. check cron jobs, system updates , other cups interface distribution provides.
