user interface - What is wrong with my current WPF project that I can't import FXG files? Expression Blend -

i'm working on wpf project, in blend, , wanted import adobe fxg file, command disabled. other commands under file>import enabled.

also, created new blank wpf project , command enabled, can import file (it gives me symbols select etc. , brings them project usercontrols).

i tried workaround adding file project, shows in list symbols not usercontrols.
